摘要
基层社会治理是国家治理体系的基础，而党建引领是提升基层治理能力的根本保障。在实践过程中，政策执行在“最后一公里”仍面临多重阻滞。本文立足社区、乡村治理场景，聚焦党建引领在贯通治理“最后一公里”中的核心价值和实践意义，系统阐述党组织密切党群联系、推动治理重心下移、强化风险防控能力、促进制度优势转化等多维度价值，探索强化党的组织引领、资源整合、服务创新与技术赋能的实践路径。

Abstract
Grassroots social governance is the foundation of the national governance system, and the leading role of Party building is the fundamental guarantee for enhancing the capacity of grassroots governance. In the process of practice, the implementation of policies still faces multiple obstacles at the "last mile". This article focuses on the scenarios of community and rural governance, concentrating on the core value and practical significance of Party building leadership in bridging the "last mile" of governance. It systematically expounds on the multi-dimensional values of Party organizations, such as strengthening the connection between the Party and the people, promoting the downward shift of governance focus, enhancing risk prevention and control capabilities, and facilitating the transformation of institutional advantages. Explore practical paths for strengthening the Party's organizational leadership, resource integration, service innovation and technological empowerment.
