浙江省县域农创客发展联合会引领农创客产业发展和共同富裕对策研究

摘要

浙江省县域农创客发展联合会已经成为推进千万工程和乡村振兴的重要组织力量。他们在构建农创生态服务体系，促进三产融合，打造人才梯队和推动共富领域发挥了积极作用。但目前仍旧面临着资源整合能力不足、区域发展不平衡、政策支持有待强化、基础设施与数字鸿沟等问题。基于已有成效和短板，提出构建全省农创客服务网络，强化要素保障与政策支持，进一步深化山海协作，建设数字赋能与人才孵化体系和打造“乡村CEO”培育升级版等优化对策。

Abstract

The Zhejiang Provincial County-Level Agricultural Entrepreneurship Development Federation has become an important organizational force in promoting the "Ten Thousand Villages Project" and rural revitalization. They have played a positive role in building an agricultural entrepreneurship ecosystem service system, promoting the integration of primary, secondary, and tertiary industries, cultivating talent, and promoting common prosperity. However, they still face problems such as insufficient resource integration capacity, unbalanced regional development, need to strengthen policy support, and infrastructure and the digital divide. Based on existing achievements and shortcomings, this paper proposes optimization strategies such as building a province-wide agricultural entrepreneurship service network, strengthening factor guarantees and policy support, further deepening mountain-sea cooperation, building a digital empowerment and talent incubation system, and creating an upgraded version of the "Rural CEO" training program.
