Research on the transformation path of rural smart elderly care services in digital rural construction: Analysis of the coupling mechanism based on multi-source data fusion and policy tool theory
数字乡村建设中农村智慧养老服务转型路径研究——基于多源数据融合与政策工具理论的耦合机制分析

摘要

在乡村振兴战略全面推进与农村人口老龄化程度持续加深的双重背景下，加快农村智慧养老服务数字化转型，是补齐农村养老服务短板、优化服务供给结构、提升养老服务均等化水平的关键路径。本研究以多源数据融合与政策工具理论为分析框架，结合实地调研数据，系统探讨农村智慧养老服务数字化转型的现实条件与核心困境。研究表明，当前农村智慧养老数字化转型已获政策支持、技术普及与基层组织等支撑，但仍面临数字化基础设施薄弱、跨部门数据流通与共享壁垒突出、政策工具组合与协同效能不足、服务供给与老年群体实际需求匹配度不高、老年群体数字素养整体偏低等现实难题。基于此，本文从基础设施升级、统一数据资源体系构建、政策工具组合优化、本土化服务模式创新、老年群体与从业人员数字素养提升五个维度提出优化路径，以期为乡村振兴背景下农村智慧养老服务高质量发展提供理论参考与实践指引。

Abstract

Against the dual background of the full implementation of the rural revitalization strategy and the deepening population aging in rural China, accelerating the digital transformation of rural smart elderly care services is a critical path to address the shortcomings of rural elderly care, optimize the service supply structure, and improve the equalization of elderly care services. Based on the theories of multi-source data fusion and policy instruments, combined with field survey data, this study systematically explores the practical conditions and core dilemmas of the digital transformation of rural smart elderly care services. The research shows that the current digital transformation has been supported by policy, technological popularization and grassroots organizations, but still faces practical problems such as weak digital infrastructure, prominent barriers to cross-departmental data circulation and sharing, insufficient effectiveness of policy tool combination and coordination, low matching degree between service supply and the actual needs of the elderly, and low overall digital literacy of the elderly. Accordingly, this paper proposes optimization paths from five dimensions: infrastructure upgrading, construction of a unified data resource system, optimization of policy tool portfolio, innovation of localized service models, and improvement of digital literacy of the elderly and practitioners, so as to provide theoretical reference and practical guidance for the high-quality development of rural smart elderly care services under the rural revitalization strategy.
